Fitch Ratings, in a pre-season hurricane report, notes Harvey at its peak knocked out 3.6M bpd of refining capacity across Texas and Louisiana -- about one-fifth of the US total -- affecting companies such as Valero, Exxon, Marathon Petroleum, Total, CITGO and Motiva. "While Harvey had a relatively modest effect on U.S. E&Ps, mostly in the form of limited facility shut downs and supply chain disruptions, the category four hurricane had a disproportionately large impact on US refiners."
