"The ministry is considering temporarily lowering oil taxes and is now consulting with related government agencies," the official said. "How much we would cut the taxes is not fixed yet. We will finalize the plan before the end of this month so that the tax reduction can take effect as early as next month," he added. He indicated the tax reduction would be around 10% as that could lead to a 4.9% cut in retail gasoline prices and a 3.9% decline in retail diesel prices. South Korea last cut taxes on oil products by 10% for 10 months in 2008. In 2000, oil taxes were cut for two months -- 5% for gasoline and 12% for diesel. Taxes account for 55% of retail price of gasoline, 46% of diesel, and 30% of butane, which have prompted consumers to ask for a tax reduction, the ministry official said. Domestic oil taxes include transport tax, driving tax, consumption, education tax and value added tax. The retail prices of oil products have been rising in line with higher crude import costs. Pump prices of 92 RON gasoline -- the more popular grade -- averaged Won 1,675/liter ($1.48/liter) in the second week of October, up 11.4% from a year earlier. It was the highest price in almost four years, according to state-owned Korea National Oil Corp. Pump prices of gasoline and diesel jumped by more than Won 15/liter in the second week of October, the sharpest weekly rise in 21 months. Pump prices for 95 RON gasoline averaged Won 1,944/l in the week, up 5.9% from a year ago. Retail diesel prices jumped 14.2% year on year to average Won 1,478/l in the week. "Retail oil prices are expected to keep climbing, given the increase in crude prices," a KNOC official said. South Korea imported about 8 million barrels a month until July this year, but only 2 million barrels in August.
