(CNQ.T, CNQ) on Wednesday said its capital spending next year will be lower than usual due to "lack of market access and a dysfunctional pipeline nomination process." The Calgary, Alberta, oil and gas producer set its 2019 base capital program at 3.7 billion Canadian dollars ($2.8 billion), down from about C$4.6 billion this year and below its long-term annual target of C$4.7 billion to C$5 billion Canadian Natural said the program includes about C$3.1 billion of sustaining capital to keep production flat and roughly C$600 million for long-term growth projects. The company said it is targeting 2019 production of 1.03 million to 1.12 million barrels of oil equivalent a day, with a mix of about 76% crude oil and natural-gas liquids and 24% natural gas, compared with 2018 output of 1.07 million to 1.08 million barrels a day.
