Russia's energy minister Alexander Novak, Japan's Minister of Economy, Trade and Industry Hiroshige Seko, and representatives of the project's stakeholders, took part in the signing ceremony. Novatek holds a 60% stake in the project, with France's Total and two Chinese companies -- CNPC subsidiary China National Oil and Gas Exploration and Development Co., and CNOOC -- each holding 10% stakes. Japan's Mitsui and Jogmec jointly hold a 10% stake. Novatek had previously said it was planning to take the FID on the project in the third quarter. Plans for Arctic LNG 2 include three trains with a capacity of 6.6 million mt/year each, or a total of 19.8 million mt/year. Novatek plans to commission the first train in 2023, the second train in 2024, and the third train in 2025, before reaching full capacity in 2026. Novatek had earlier said that it expects to export around 80% of production from the project to the Asia-Pacific region.
