He was speaking at the contract signing ceremony for oil and gas blocks awarded under the fourth round of Open Acreage Licensing Programme (OALP IV). Under the round, the government offered 7 blocks and received 8 e-bids mainly from state-owned Oil and Natural Gas Corporation (ONGC) and Oil India (OIL). ONGC was the sole bidder for five blocks in Madhya Pradesh and one in West Bengal. It was locked in competition with OIL for one block in Rajasthan. Post evaluation all the seven blocks have been awarded to ONGC. The seven blocks are spread across three sedimentary basins, covering 18,510 square kilometres of acreage and with a resource potential of 33 billion barrels of oil and oil equivalent gas. “The cumulative exploratory work commitment after the 4 rounds of OALP comprise 29,270 LKM of 2D Seismic Survey, 43,272 sq. km of 3D Seismic Survey, 369 Exploratory Wells and 290 Core Analysis to establish Shale Resources. This will generate an investment of approx. US$ 2.35 billion over the next 3 to 4 years in exploratory work alone,” Directorate General of Hydrocarbons (DGH) said in a statement. The fourth round of OALP offered the lowest number of blocks (7) and also received a tepid response from investors as compared to earlier oil and gas bidding rounds held under the revised policy. The 5th cycle of submitting Expressions of Interest (EoIs) closed on 30 November 2019 and currently the 6th cycle of EoI is open till 31 March 2020. Speaking at the event, Pradhan said the government has already received exploration interest for 20,000 square kilometre of acreage under OALP V. The government has under the four OALP bid rounds awarded 94 blocks covering an area of 1,36,790 square kilometre.
